  • When Rusal was sanctioned, China's aluminum exports soared to three years
At a time when US sanctions against RUSA disrupted the supply rhythm of the global aluminum market, China`s aluminum exports surged to its highest level in more than three years. Bloomberg quoted Chinalco as saying this month that due to the disruption of supply at Alcoa Corp.'s Australian plant, China is continuing to increase exports of alumina (aluminum raw materials) and shipments may continue to expand; this year From May to July, China's aluminum exports totaled more than 300,000 tons, compared with only about 11,000 tons in the same period last year. In March of this year, the United States imposed a 10% tariff on imported aluminum, which greatly increased the cost of American aluminum producers and downstream industries. However, looking at the performance of China's aluminum exports in recent months, as Wall Street has seen members' exclusive comments, since the US implemented the steel-aluminum policy in March, it has not seen any impact on domestic aluminum companies, but has opened up the domestic market. Aluminum exit window. This is mainly due to the fragmentation of the global aluminum market. After the aluminum tariffs and sanctions against RUSA, the global aluminum supply market was split into four markets: China, Russia, the United States and overseas. In April of this year, the United States announced sanctions against Rusa, which led to soaring aluminum prices, and the disruption of production at the Brazilian aluminum business Alunorte, which aggravated the global supply shortage of alumina. Alcoa is the largest primary aluminum producer in the United States, but its high electricity costs and old equipment make its US production only 14% of total production. Although there is a large amount of idle capacity in the United States, it is necessary to invest a lot of money and endure high labor costs if it is to be put back into production. In fact, Alcoa's three smelters in Canada are the main supply for the US market. Tim Reyes, head of Alcoa's aluminum business, said: [Even if all of the reduced capacity in the US is re-launched, the US still needs to import a large amount of aluminum. At the same time, Alcoa's alumina plant in Australia also fell into a strike due to labor agreement issues. In the future, the market's expectations for Alcoa's supply have been lowered. Therefore, the original supply of the aluminum city has been completely damaged by the US government, coupled with the strike in Australia, the supply of overseas aluminum market will be severely compressed in the future.

  • The world trade organization has agreed to set up a panel of experts to review U.S. steel and aluminum tariff measures
The world trade organization(WTO) has agreed to set up a panel of experts to review U.S. steel and aluminum tariff measures Geneva, November 21 (Reuters) : 21 of the world trade organization dispute settlement body meeting, agree with China, eu, Canada, Mexico, Norway, Russia and Turkey seven members of the wto requirements, set up the panel to review the us steel tariffs measures announced in March, to confirm whether the measures violate wto rules. US President Donald trump announced on March 8 that the us would impose tariffs of 25 per cent on imports of steel and 10 per cent on imports of aluminium because they threaten "national security". The trump administration's tariffs on steel and aluminium products from most economies came into effect on March 23, while those on steel and aluminium products from the European Union, Canada and Mexico came into effect on June 1. At a meeting of the wto's dispute settlement body on October 29, the seven members argued that the us steel and aluminium tariff measures were essentially safeguards and called for a panel to examine whether the measures violated wto rules. At the meeting on the 21st, they made the application again, and reiterated that the tariff measures taken by the United States on the basis of the so-called "national security" are safeguard measures in terms of content and substance, and the purpose is to protect the American steel and aluminum industry from the impact of imports. The Chinese representative said that the overwhelming majority of wto members believe that the us steel and aluminium tariff measures do not conform to the core principles of relevant wto agreements. China believes that this practice has had a serious systemic impact on the wto. The Canadian representative stressed that it was "inconceivable" that Canadian exports of steel and aluminum to the United States posed a threat to U.S. national security, and that members should be very cautious in invoking the wto's national security exceptions. The Norwegian representative said that if accepted, the us rhetoric about endangering "national security" would make virtually all wto rules unenforceable. According to wto rules, members may file a request for consultation with the wto dispute settlement body after a trade dispute occurs. If the members concerned fail to reach an agreement during the consultation period, the members may request the establishment of an expert group to adjudicate the dispute.

  • The trade group called for an end to tariffs on imports of alumina and other refractories
An Indian trade group for refractories has called on the government to lower import tariffs on raw materials needed to produce refractories, including magnesium and alumina, on the grounds that such materials are expensive to import and are relatively scarce at home. The government's new target of 300 million tonnes of steel production by 2030 means that continued access to alumina and other refractories will become more important in the future, IRMA told domestic media late last week. Sameer Nagpal, a supporter of IRMA, explained, "" refractory is one of the key equipment for steelmaking. Not only steel, but refractories are also used by glass manufacturers, aluminium and cement manufacturers, etc. But the supply of raw materials for one of the key equipment remains a problem. Imports of such materials from China would push up input costs, he added. In addition to lowering import tariffs, Nagpal recommended that the country continue its efforts to produce this material domestically by auctioning the right to exploit its mineral deposits. He stressed that "" we are working hard to produce refractories in India that meet global standards and have the potential to meet the demand of the steel and aluminium industries" ". Recently, the center of excellence for refractories in India has teamed up with iit-bhu's advanced steel research center to develop advanced technologies to meet the needs of the domestic steel industry. The move will help domestic refractory producers catch up with global manufacturers, which he expects will help Indian refractory consumers wean themselves off overseas sources. Nagpal concluded that Indian refractory manufacturers have agreed with their idea that their industry must have a positive ecosystem in order to produce sufficient quantities of refractory to meet domestic steel production targets.

  • Aluminum Association to Trump Administration: Use NAFTA Negotiation Process to Resolve Section 232 Aluminum Tariffs
September 10, 2018 Largest Industry Trade Association Calls for Quota-Free Tariff Exemptions for Canada and Mexico ARLINGTON, VA – Aluminum Association president & CEO Heidi Brock called today on the Trump administration to provide quota-free exemptions on aluminum tariffs for Canada and Mexico as negotiations are concluded on a modernized North American Free Trade Agreement (NAFTA). In a letter to U.S. Trade Representative (USTR) Robert Lighthizer, Brock encouraged the administration to [use this negotiation process to address any national security questions specific to Canada and Mexico raised in the Commerce Department`s Section 232 report." The letter continues: [A successful negotiation for a modernized NAFTA should resolve these concerns, and I encourage you to recommend that President Trump provide a full exemption – without quotas – for aluminum imports from Canada and Mexico." In testimony before the Senate Finance Committee earlier this year, Commerce Secretary Wilbur Ross echoed this sentiment, saying, [Our objective is to have them revitalize NAFTA, a NAFTA that helps America. And as part of that, the 232s would logically go away, both as it relates to Canada and as to Mexico." The U.S. aluminum industry generates nearly $71 billion in direct economic output and directly employs more than 162,000 workers. Aluminum industry jobs have grown 3.5% since 2013 despite global trade challenges and a significant drop in employment in primary aluminum smelting. Additionally, the industry has announced more than $2.6 billion in investments and expansions in recent years. Importantly, the U.S. industry is in a deficit market and relies on imported aluminum to meet record demand for the metal – which hit a historic high in 2017. Tariffs on aluminum from critical trading partners threaten continued growth and investment for the industry. Quotas would do the same, with potentially more harmful results. The association`s letter also expresses support for a [modernized, trilateral NAFTA that includes both Canada and Mexico" noting that [integrated North American supply chains are one reason that we have been able to meet growing demand year over year." Brock concluded, [We hope that your negotiations to modernize NAFTA will strengthen and expand opportunities under the agreement for the aluminum industry and our broad range of customers. We appreciate the Administration`s continued efforts to advance free, fair and reciprocal trade across the globe." The Aluminum Association continues to support quota-free Section 232 tariff exemptions for all countries designated by the Commerce Department as market economies. The association believes that a negotiated, government-to-government agreement with China on overcapacity is the best way to meet the shared objective of a healthy and vibrant aluminum sector in the United States.
